Smart policing, an extension of concepts such as “smart city” and “smart government,” represents the process of leveraging next‑generation technologies — including the Internet of Things (IoT), big data, and artificial intelligence — to transform policing methods, streamline operational workflows, and enhance governance capabilities. Since 2018, “smart policing” has been formally adopted as a policy term in Macao. Although Macao’s adoption of smart policing began relatively late, its progress has been rapid, yielding remarkable achievements. Using Macao as a case study, this paper provides a comprehensive, systematic understanding of smart policing, clarifies its theoretical connotations, and, through textual analysis of Macao government documents, identifies the key shifts in policing governance models brought about by smart policing. Finally, the study proposes strategic recommendations for the continued development and refinement of Macao’s smart policing initiatives.
